It’s a web page that delivers alarms and flashing images. Pretends to be Microsoft support but they just want your money to remove it from your computer. I closed the web browser and it went away. I reported it to malicious web reporting. Just to be sure I ran a deep virus scan.

Money making racket. Tries to mislead you into thinking your computer has a fault/bug etc. Among several options you can just ignore and switch off or restart your pc.
