Autodialer with automated service pretending to be a real person, but with just a bit too much of a pause when starting to speak. Something about energy/insulation and then asked if I was the home owner. It did not know what to do when I said 'wibble', so I hung up. Going to block this number now as it hit my home and work phone (different numbers) in short succession, and I'm pretty sure they've been ringing for multiple days.
