I had exactly same message as with the other report including amount and reference number. I called Barclays customer service directly instead of the number above and they couldn't find any declined transactions thus confirming it's a scam. The interesting thing to note is that the text message appeared in my Barclays message list on my phone, after genuine ones from last year, so somehow they have spoofed Barclays shortcode. I did not get any alert from the Barclays app though, which I would have expected if the txn were genuine. Stay safe everyone
