This is the voicemail number for the THREE network.. I have a Giffgaff account but am using a phone originally locked to THREE. This is presented as the voicemail number when a new VM arrives, and can't be changed to the Giffgaff number (443). After dialling GG, I can get the actual number that called me on message details.

This number is a SCAM. Was verified by an EE technical support operator. Was looking through my call logs and noticed an outgoing call to this number which I never dialed. Block this number and notify your service provider.
