I got a call from that number on 17/02/15. Did not answer at the time. no message left.

Called 21st Feb didn't answer it .checked it on who calls me and have blocked it. Just creepy and annoying.

Sounds like it's to check if your numbers active for spammers and scammers, just block the number.
