Not recognised, so did not answer. No message left. Looks like the nmber is a VoIP provider so caller could be anywhere - probably abroad.

SOUNDS LIKE A RECORDED MESSAGE SAYING THEY ARE LOCAL ENERGY ADVISORS AND THAT MY HOME HAS COME UP ON THEIR DATA BASE AS HAVING LOFT INSULATION THAT IS PROBABLY NOT UP TO STANDARD. DECRIBES "YELLOW, FLUFFY TYPE" AND ASKS IF THIS IS RIGHT. I hung up and as I now know that this number is from Thetford, it's hardly my local energy advisor. Suspect it's some sort of scam.
