These days-due to only scam calls- I always await some speaking first. These 'people' were silent just 'heavy breathing'-so I hung up. After redialing(using 141 first to block my number)-the line is constantly engaged tone. So riddle me this- as so many people have reported these as scammers-why are they still operating?
