Caller hangs up without leaving message. Obviously yet another scam/spam. Isn't TPS supposed to stop these unsolicited spam calls!!!!

Have been called once from this number and twice from a similar number (which I've blocked), it's always the same voice (English female), from all calls. Begins with pause and then starts to say they are looking home efficiencies in our area and types of insulation, but either cuts off mid-speal or as they've asked a question. Assuming it's spam, if it is a government survey looking at green efficiencies they should at least let you answer the first question.
