Hung up as soon as I answered. Either scam or time waster.

Tried calling back, outgoing call tone had an irregular pattern.

Claimed to be O2. O2 surely would use a 0800 or 0345 number

Recorded message claiming to be Inland Revenue. Why aren’t people like this in jail yet?

They hung up immediately. Spam

When they called they instantly hung up. Mist likely to be a scam number.
