In my opinion, it's a scam about car finance refund. Said he didn't need any personal details. But insisted he needed my DOB . And got quite angry when I didn't provide it. I said if you know I had finance, you should have my details, he ended giving my DOB he had on "file", which was wrong m so I hung up.
