Called twice, called back twice but no connection made. If you are requesting police support, it maybe a phone number for an officer to use but can be blocked so cannot receive incomming calls.

As above, constantly calling; no one there when I answered (once). I called back seconds later and that number was switched off. I've blocked it now.
