Said "Hello how are you today". I hung up. Nobody says this as first sentence unless they are after something.

After a connection lag, he said he was calling from housing services about the housing problem I reported. I said I hadn't reported anything, and he said it was about damp, mold, or cracks in the foundation. He hung up when I said I don't have any problems and think he has the wrong number. He didn't say my name or address, so hopefully doesn't have that information.

Said “Hello, how are you today?” I said “Who is this?”, he said “Danny from housing services, calling about your housing problems that you reported” at which point I hung up.
