Just received a call from this number. It came up as a private number on my phone but was the RD&E in Exeter about an appointment. I then received a text about an appointment.
Was asked to call number back about my hospital appointment but don't have any due so ignored the message

No caller ID - message left asking I call 01392 406120 to confirm my appointment - I don't have any appointments planned so I've ignored it.
