Nuisance caller. Woman same one has called several times about loft insulation. Claims to be 'my local energy expert' Has been told not interested, but keeps calling. Finally said I would involve police but keeps calling. She hung up when I gave her the silent treatment.

Called number from another line. Recorded message claims they are "1 in 3 BPO". Searching on that revealed... "1 in 3 BPO Inc. Overview 1 in 3 BPO connect UK based solar & spray foam companies with homeowners through telemarketing. Strategically placed in the Philippines, the business..." So, spam/scam or genuine but annoying home energy / insulation advertising.
