Received a call today, think the guy said he was from the council (but not sure). He had a very strong Indian sounding accent and I could not understand what he was saying. I kept saying I don't understand and then he put the phone down. Strongly suspect spam or scam call.

Hard to say, but it looks suspicious.

Received missed call notification via text message. +44 prefix indicating it may have been made from outside Uk and no voicemail was left. Well they can call back if it’s really important.

I received a call from this number today. I missed the call and there was no voicemail left. I checked the number online and there was an indication it was an NHS number. As I was expecting a call from the NHS I called back. A really rude guy answered the phone and when I explained I had received a call from that number he put the call on mute. I hung up and called back thinking there was some mistake but he asked me who I was and when I explained that I had received a call from his number he again put me on hold.
