They said they were O2. They were upgrading the Virgin system and needed to send me a new SIM. I hung up, they phoned back and asked why I put the phone down on them. I said we'd got cut off, and they asked for verification of my postcode, at which point I told them I believed it was a scam and hung up again. They called me back twice before they realised I wasn't going to pick up.
