Had several calls in last 24 hours from cold calling representative trying to sell replacement windows. It runs as a pre-recorded message set up to register your responses, as per previous comments. I tried to ask a question but message just talked over me. Rep was himself Sam, so presumably all calls are made using this pre-recorded message. Harmless but very annoying!

Cold calling trying to sell windows. (We are registered with TPS). He said “I understand you are the home owner is that correct?” I responded “no” and, after a pause, I hung up.

Bit more information. They are an Asian-based marketing company running a campaign on behalf of a replacement doors and windows firm in the UK. I spoke to one of their representatives regarding calling TPS-registered numbers and they didn't seem to know anything about it. They did offer to put my number on their own opt-out list but, again, knew nothing of the requirement under GDPR for an opt-in to receive marketing calls. Nothing particular sinister - just people out of their depth.

Cold calling numbers trying to sell windows. Ours has a TPS marker and there's no opt-in. Didn't stop him.
