Sounds like a human but not quite. Very much a double whammy of spam & scam. Just block. I have a collection of spam calls with numbers. This one is logged at Spam 114.

I tried ringing back after they rang twice in 24hrs. its said “Good Morning we are happy to receive your call. Welcome to company. How can we help today?” and the line went dead. scam.
