Perfectly normal number. It's Liverpool City Council registrar office. The people saying LCC "never use this number" are just objectively wrong. It's for birth/death registrations, citenzenships or recent marriages. They'll get in touch if you need to verify or confirm anything.

This is not a scam, it is Liverpool city Council registrar office , if you have citizenship ceremony or registering birth or death. This number is fine.
