Called Hung up, blocked it

Caller just phoned and asked if it was a good time to speak. I asked who it was and he hung up.

Just had the same call (when I answered you hear a ringing tone and a male asking if now is a good time to speak and then hangs up) and when I tried calling back the call fails. Not sure why or what they achieve from these calls?

As with other comments, I answered this Grimsby [apparently] landline #, then there was a ringing tone and a guy came on and asked me whether now was a good time to speak. I replied it depends who it is and he hung up. Who on earth is bothering to do this and more importantly .... why?

When I answered the call, it started ringing on the other side. The guy picked up and asked if now was a good time to speak. When I asked who he was he hung up
