Someone wanting to update ny certificate for loft insulation. When I asked why I needed a certificate she said it was the law because the insulation was over 10 years old. I pointed out that it was over 10 years old last year. She became rather confused and kept quoting what "they" said without being able to tell me who "they" were. I said it was a scam and rang off,
